Strategic Plan

The Peninsla GP Network formerly the Mornington Peninsula Division of General Practice is formulating a strategic plan for the years 2009 to 2011.  This plan sets the direction and types of activities that the Division will develop. It is anticipated that the strategic plan will be completed in early 2009.

The Strategic Planning Process 

The current strategic plan is for 2005- 2008. It was developed by using these key processes: -

  • A consultative process with members on services that the Division provides
  • A needs analysis of the local area, using health data from a wide variety of sources
  • A consultative process with other health providers in the local area
  • Discussion with Department of Health and Aged Care on the Divisions program
  • Discussion with state based organisations
  • Discussion with local health consumer groups
  • Formulation of a draft strategic plan
  • Presentation of final strategic plan to members and acceptance by Board

    Reports used to formulate plan: -

    The Mornington Peninsula Division of General Practice (MPDGP) is a member organisation operating for the benefit of its members with the purpose of enhancing the quality of General Practice so to improve the health of the Mornington Peninsula community. In setting the strategic direction for the period July 2002 – June 2005 the Board of Directors have developed the Strategic Framework, including the Areas of Strategic Outcome and the four levels (scope) of interaction. Also identified are the guiding values of the Division that will assist with future decision-making. The Board decided in 2005 to make no changes to the strategic plan and to extend it to 2008. In mid 2008 the Board undertook a process to formulate a new strategic plan for 2009 to 2011.

Mission Statement
The Mission of the Mornington Peninsula Division of General Practice is
“to enhance the quality of General Practice and General Practitioners”.

The Strategic Plan 2002-2008

Strategic Outcome Areas
Four key strategic outcomes were identified as part of the consultations. The Division will work to support GPs achieve outcomes in each of these strategic areas as the mechanism to enhance the quality of general practice and general practitioners. The strategic outcome areas include:

  • Quality Clinical Management
  • Quality Business Management
  • Population Health
  • Information Management

The Four Levels of Interaction
The four levels of interaction were also identified through the consultations and support a systems approach to the strategic plan. Establishing the four levels of interaction enables the Division to work with and support individual GPs, groups of GPs in practices, work on behalf of GPs with local community agencies, and at State and National levels (government and health organisations) to influence the future of general practice. The four levels of interaction include:

  • The individual general practitioner;
  • The general practice;
  • The local community agencies; and
  • State and National Government and organisations

Our Guiding Values
The following guiding values have been developed so as to assist the Board with its decision-making. The Board’s values are:

  • understanding and knowing the needs of Division members;
  • understanding the needs of the local population;
  • working collaboratively with key stakeholders;
  • understanding government needs; and
  • underpinning all activities with a quality management framework

Strategies and Outcomes for 2002 – 2008

  • enhancing the quality of clinical management (QCM);
  • enhancing the quality of business management (QBM);
  • enhancing population health; and
  • enhancing information management (IM).
